Following refreshments and networking, Independent Chair Paul Brennan opened the meeting before CEO Simon Flowers shared an update on the work of Leeds Learning Alliance. Emma Wraighte, LLA Director for Primary Development described the work of the Primary Leaders Network to illustrate the value members place on leadership support and development.
Before group discussions Annabel Tonge of Q5 Partners explained the consultancy process undertaken in June which focussed on identifying the strategic priorities for the next few years.
The discussions considered the LLA’s emerging strategic narrative for 2026–29 and its ambition to develop ambitious, collaborative and inclusive leaders who improve outcomes for young people, families and communities across Leeds.
Members explored how the LLA can strengthen its role as a trusted partnership that connects leaders across sectors. The agreed strategy focuses on leadership development, place based impact and building Peace. collaboration and networks, youth voice, system influence and place-based impact at the heart of the Alliance’s work.
Sally-Anne Greenfield, LLA Special Advisor helped to summarise the feedback and encourage the LLA to maintain the sharp focus on inclusion and collaboration through leadership support and development.

The Council also discussed the importance of responding to Leeds’ priorities, with emerging themes including equity and anti-racism, peace building, health and wellbeing, pathways to employment, local inclusion and community cohesion.
Looking ahead, the meeting considered how the LLA can continue to convene partners, support shared learning and encourage collective action across the city. Future opportunities to connect include the upcoming Leaders’ Breakfast meetings in October and December, followed by further meetings in March and June 2027.
